IGNOU has launched certificate programme in Spanish Language and Culture. Students interested in studying Spanish Language can now seek admission in the Indira Gandhi National Open University (IGNOU)! The admission for Certificate in Spanish Language & Culture Programme has already begun. The last date for enrolling for the same is 15th January 2019.

The Certificate level Spanish Language & Culture programme is meant for learners who are interested in learning Spanish language and who desire to receive cultural information about the Spanish-speaking countries. Learners will get the opportunity to acquire language skills as well as socio-cultural competence that will enable them to communicate effectively with the Spanish-speaking world in the activities related to daily life.

The Certificate in Spanish Language and Culture is a tightly structured multimedia integrated bilingual programme [Spanish and English]. The contact sessions are a very important aspect of this programme which will be conducted at designated Study Centers of IGNOU on weekends. In order to be eligible for the same, you should have passed Class 12 or equivalent and should possess some knowledge of English.

IGNOU’s School of Inter disciplinary and Trans - disciplinary Studies has launched PG Diploma in Environmental and Occupational Health focusing on assessing the  public health risks associated with biological, chemical, physical, bio-mechanical and psycho-social hazards in natural and built environments. The Programme aims at various concepts related to general environment, environment at the work place, related hazards and evaluation of health risk assessment by providing solutions to various aspects of environmental health occupational hazard management, epidemiology, health policy and management, and environmental health promotion.

‘Ideas Competition for IGNOU Students’

 IGNOU has set up Institutions Innovation Council (IIC) at the National Centre for Innovation in Distance Education (NCIDE). IIC at IGNOU aims at promoting idea generation, grassroots innovation, develops prototype, solve problem in the local context with a view to generating intellectual property and one of the objectives of IIC at IGNOU is to recognize the power of idea and transform the ideas in to workable solutions. The IIC and IGNOU is organizing an ‘Idea Competition’ for its students followed by “Festival of Ideas” to showcase and recognise the ideas of IGNOU students. IGNOU students can submit their original and creative ideas that can solve any daily life problem in any of the fields including Food, Agriculture and Rural Development, Clean Energy and Alternate Fuel, Clean Water and Water Management, Swacchhata Initiatives and Waste Management, Health Care and Hygiene, Education and Open University System and Smart Transportation and Traffic Management. The ideas in these areas could be interdisciplinary also. The ideas will be evaluated on the criteria of their novelty, complexity, clarity and details, feasibility, practicability, sustainability, scale of impact, cost effectiveness and future prospects, etc. The selected students will be invited to participate and present their ideas in the Festival of Ideas on February 28, 2019 at IGNOU, Maidan Garhi, New Delhi. Further, they will be mentored and nurtured for developing business plan to work on the ideas. This will be an unique opportunity for IGNOU students to showcase their ideas and vision. In this context, bonafide IGNOU students are invited to submit their ideas in the prescribed Proforma to the Director, NCIDE at IGNOU through email at ncide@ignou.ac.in or by post. The Proforma can be downloaded from IGNOU website (www.ignou.ac.in). The selected students from different regions will be invited to present their work in the Festival of Ideas and the selected best three entries will be awarded prizes and certificates.

Is Your Open And Distance Programme Fake? Check UGC Recognised University List Here

Several students who enrolled into distance education programmes offered by the Institute of Distance and Open Learning (IDOL) of the University of Mumbai woke upto the news recently that their Institute no longer has the required recognition from the UGC, official government body responsible for the Open and Distance programmes run in the country. University Grants Commission (UGC)'s Distance Education Bureau on October 3, 2018 released a list of Higher Education Institutions or universities in India recognized by the commission for academic year 2018-19 and on wards to conduct programmes through the Open and Distance Learning Mode.

How To Ensure You Are Enrolled In A Recognised Distance Learning Course

According to the list published by the UGC the some universities have their recognition to run the Open and Distance programmes till 2019-20 academic year, while some are allowed to run their courses till 2022-2023.

IGNOU Term End Examination From December 1; 105 Centres Set For Jail Inmates

The term end examination for December, 2018 of Indira Gandhi National Open University or IGNOU is going to commence from December 1, 2018 and will conclude on December 31, 2018. The University has established 861 examination centres including 17 overseas centres and 105 centres in Jail for jail inmates. Hall ticket or examination intimation slips have been issued to 5,94,596  eligible students who had applied for appearing in the Term End Examination. 

The IGNOU hall ticket is available on IGNOU website. www.ignou.ac.in.

The examination centres have been instructed to allow students to appear in examination, even if they do not possess the Hall Ticket (Examination Intimation Slips), but their names exist in the list of examinees for that centre, said a statement from IGNOU.

Students are advised to be in possession of the valid Identity Card issued by the University during the Examination.

The mobile phones are not permitted inside the examination hall.

Separate Hall tickets will be issued to the students of BCA & MCA for term end practicals, said the statement.  

Students are advised to contact the respective Regional Centres in the last week of  December, 2018 for their practical examinations.  

For BLISc. (Library Science) all Theory examination centres are not activated for the conduct of Practical Examination.  Students are advised to contact the examination centre Superintendent and Regional Centress for Practical Examination Centre.

How can we fix what is wrong with Indian universities?

The higher education sector in India has been largely a failure story, according to most analysts. Except for a few institutions, such as the Indian Institutes of Technology, All India Institutes of Medical Sciences and the Indian Institute of Science, most of the publicly funded universities have shown an inability to face contemporary challenges with respect to the quality of research and the relevance of curricular content and teaching methods. 

This article highlights some of the biggest challenges that most of the central and state-owned Indian universities have failed to recognise and address. 

The illogical and bizarre recruitment process for teachers

Often the best candidates are not shortlisted for teaching posts and the worst shortlisted candidates are selected at interviews. One of the reasons is a shortlisting strategy that depends purely on numbers rather than quality. 

Shortlisting committee members are often not sure of the quality of the journals where the candidate has published his or her research, for instance. They do not know if the impact factor claimed by the journal is true or false. 

Similarly, there is no criterion to ascertain if a certificate showing the participation of a candidate in an international conference is genuine or not. What matters most is the certificate and the number of papers: the more papers there are, the more points the candidate gets.

The second reason for the selection of undeserving candidates is a poorly structured interview process. Most of the time experts do not know the difference between a viva examination and an interview. 

They usually do not ask the candidate about his or her plans to contribute positively to the university, or his or her ideas about the administration of academically active departments. They tend instead to ask questions that assess a candidate’s power of recall or, at most, their comprehension of their own subjects. They fail most of the time to evaluate their research skills and any higher order thinking skills.

Another major problem is ‘canvassing’ or lobbying interviewers before the selection process. Though most of the universities state in their advertisements that canvassing in any form leads to disqualification, there is no actual mechanism for disqualification. Many candidates use canvassing to gain access to recruiters and ensure they are selected. I have yet to see a university that has taken any tangible measures to curb such practices.

Nayee Taleem is the need of Digital Society: Prof. Ram G. Takwale at IGNOU 33rd Foundation Day

Indira Gandhi National Open University (IGNOU) celebrated its 33rd Foundation Day on November 19, 2018. Kick-starting the celebrations, Prof. Nageshwar Rao, Vice Chancellor IGNOU paid floral tribute at the statute of Late PM Smt. Indira Gandhi situated at the main gate of the IGNOU headquarter in Maidan Garhi.

 

The Chief Guest on the occasion was Former Vice Chancellor of the university, Prof. Ram G. Takwale. He delivered lecture on “Nayee Taleem @ Digital India” i.e., New Education in Digital India. Smt. G. Pramila Reddy, wife of founding vice chancellor Prof. G Ram Reddy was the distinguished guest at the occasion.

 

To mark the occasion, an exhibition showcasing University’s journey over the years highlighting the achievements was organized at the Baba Saheb Ambedkar convention center. The Vice Chancellor along with the chief guest and the distinguished guest inaugurated the exhibition. A film about IGNOU “The Torch Bearer of Distance Education” was also shown highlighting the university’s journey since the inception and how it has evolved into a pioneer of Open Education institution.

The university also received 5th rank in Swachh Campus Ranking 2018 amongst the cleanest Higher Educational Institutions in the country in the University (Non Residential) category by the Ministry of Human Resource Development. The university was also awarded for Maintaining, Promoting, and Encouraging the Culture of “Swachhta” in Higher Educational Institutions in the Country. What is the role of the university in the digital age?

Much of the literature on the future of higher education in the digital age has been almost apocalyptic. Predicting the transformation of the sector by "the forces of technology and globalisation", the UK’s Institute for Public Policy Research warned in its 2013 report, An Avalanche is Coming: Higher education and the revolution ahead: "the solid classical buildings of great universities may look permanent but the storms of change now threaten them". 
Outlining "the threat posed to traditional 20th century universities if key institutions don’t change radically", they identified the "entirely new models of university which are seeking to exploit […] globalisation and the digital revolution" as "the new competition, the real threat".

Similarly Ernst and Young’s 2012 report, University of the Future: A thousand year old industry on the cusp of profound change, suggested that, just as: "digital technologies have transformed media, retail, entertainment and many other industries – higher education is next".

The idea of bringing together all the universities on a common platform emerged from the deliberations of a Conference of the Vice Chancellors of Universities convened by Lord Reading, the then Viceroy of India at Shimla in 1924. The Inter-University Board (IUB) of India was subsequently formed on March 23, 1925, with the view of promoting university activities, especially by way of sharing information and co-operation in the field of education, culture, sports and allied areas. The Inter-University Board acquired a legal status with its registration in 1967 as a Society under the Societies Registration Act, 1860. In 1973, it assumed its present name : The Association of Indian Universities (AIU). The membership includes traditional universities, open universities, professional universities, Institutes of National Importance and deemed-to-be universities. In addition, there is a provision of granting of Associate Membership to universities of neighbouring countries.

AICTE approval not necessary for IGNOU B.Tech. Degree/Diplomas: Supreme Court

In a recent judgement in Writ Petition (Civil) No. 382 of 2018 delivered on   30 July 2018, the Hon’ble Supreme court of India has ruled that AICTE approval for IGNOU’s B.Tech. degree/Diplomas is not necessary.  This verdict has given big relief to the students who had earned their B.Tech Degree/Diplomas from IGNOU.

 

It is hoped that IGNOU’s B.Tech Degree/Diploma holders, who had faced problems in their respective organizations would get due benefits in recruitment/promotion and further higher studies.

Recognition of Distance Education Programmes

In view of recent news articles on ‘Recognition of Distance Education Programmes’ by the UGC / ‘Open courses of 35 universities ‘derecognised’ published in media/newspapers, it is clarified that process of recognition of Distance Education programmes of universities submitted applications for recognition for the year 2018-19 and onwards is still on,and so far no open course of applicant universities has been derecognised. As per UGC(ODL) Regulations, 2017, recognition or otherwise is programme specific; not university specific and the recognition process is a multi-step process.
The programmes complying to provisions of UGC(Open and Distance Learning) Regulations, 2017 and its amendments get recognitions in the first stage. For the programmes found deficient, HEIs can submit representations within 30 days along with documentary evidence for consideration for recognitions in the second stage. Thereafter, if the Programmes still remaining deficient, HEIs have an appeal option.

The recognition process implementation details are:
1. The recognition status uploaded on 9th August, 2018 on UGC website details programme wise recognition accorded to the HEIs.

2. The UGC letter detailing programme wise recognition status and programme wise deficiency(s) to Higher Educational Institutions (HEIs), as applicable, will be issued by August 16, 2018.

3. For the programmes found deficient as per the provisions of UGC(Open and Distance Learning) Regulations, 2017, HEIs will be provided an opportunity to make representation within 30 days from the date of the UGC letter.

4. The process as at Sr. no. 3 above implies that the deficient programmes have an opportunity to rectify deficiencies communicated and get recognition, if they comply to provisions of UGC(ODL) Regulations, 2017 and its amendments.

5. All representations received will be processed and decisions will be communicated, on priority.

6. For the programmes still having deficiencies at the end of process as mentioned above, HEIs will have an opportunity to make an appeal as per the provisions of the UGC(ODL) Regulations, 2017.

Press Release on UGC Recognition of Distance Education Programmes

With reference to the Public Notice F.No.1-6/2018(DEB-I) dated 9th August, 2018 issued by the University Grants Commission pertaining to recognition of Academic programmes offered by IGNOU under Open and Distance Learning (ODL) mode from 2018-19 to 2022-23, it is clarified that University Grants Commission gives recognition only for the programmes at Undergraduate and Post-graduate level as per sub-regulation (2) of Regulation 1 of Part I of the UGC (ODL) Regulations, 2017. As far as Certificate and Diploma Programmes are concerned, Indira Gandhi National Open University is free to offer these programmes under ODL mode after the approval of the statutory bodies.

Accordingly, all the Certificate and Diploma Programmes offered by Indira Gandhi National Open University under ODL mode are valid and continue to remain on offer.

It is further clarified that IGNOU’s professional programmes like B.Ed, Post-Basic B.Sc. Nursing, Master of Business Administration, Master of Computer Applications have been recognized by the respective Regulatory Bodies and the relevant documents have been submitted to UGC for consideration.

NEW DELHI: Delhi government has invited application for the post of Field Surveyor for the Planning Department from graduates having smart phones. 

The field work for collection of data will be carried out during October-November, 2018. For this work Delhi Govt needs around 7000 Field Surveyors. 

Candidates can apply through the Delhi government official website http://des.delhigovt.nic.in by August 31, 2018. 

The application is invited from Graduates/retired teachers/retired govt. officials/ civil Defense volunteers etc, who are willing to work as Field Surveyors on short term basis for collection of household data can apply for the same. 


The planning department of government of NCT of Delhi is to take up the work for updation/collection of household data in Delhi on key socio-economic parameters in the field of Education, health, Employment, Income, Socio-economic vulnerability etc on real time basis through Directorate of Economic and statistics. 


Qualification: Minimum Educational Qualification for applying as Field Surveyor is Graduation and candidate should possess smart phone for filling of e-Schedule and proficiency to type in English in mobile application. 

Is enrolling graduates directly to PhD a wise move

IIMs plan to take graduates directly into their PhD programmes, which will benefit research. Would this create more researchers or decline quality of research.

There should be no distinction

In reality, we are seeking no change with respect to the substantive aspects of our programme. Our Fellow Programme in Management (for which we want to award the PhD) has always admitted those who have done professional courses or four-year bachelor’s degree, along with those who have done their master’s. This has always benefitted our research quality. However, the ministry needs to give a clear mandate on this. Such a clarification from the Ministry will benefit the research students.

I am still a student, says 78-year-old at JNU convocation

Vishnu Swaroop Saksena, 78, was conferred with a PhD degree at JNU's second convocation. He enrolled at JNU after retirement in 2008 for a Master's course. 

Saksena begin his research 'the trail of two ancient scripts - Brahmi and Kharoshti' in 2012. 

"As a student I welcome the move of convocation as it gives us a platform to receive degrees formally. It was my first ever degree as I could not receive my Bachelor's degree," said Saksena.

Studying at an age of retirement was fun for him. "I enjoyed talking to people and reaching grassroots during my research. It provided me with first hand information on ancient history," he says.

Yoga departments in every central university soon: Curriculum by Modi's yoga trainer

Yoga is no more going to be just another vocational programme. The University Grants Commission (UGC) has approved a curriculum that will incorporated into the mainstream education. The curriculum for Yoga has been crafted by a committee appointed by the ministry of HRD and chaired by HR Nagendra, chancellor, Swami Vivekananda Yoga Anusandhana Samsthana, Bengaluru (S-VYASA) who previously PM Modi's Yoga consultant. 

The newly designed curriculum not only includes the courses for students, but also certification programmes for teachers.

"We have been working on designing the curriculum for the last two years. Academicians including vice chancellors, yoga practitioners from educational institutions have crafted curriculum, which was submitted to MHRD," says Nagendra.

Before zeroing on a course and deciding a university in India or abroad, it is important get a few crucial questions answered objectively.

1. Who am I?
Knowing oneself is the most critical exercise that should never be ignored. One should not fall for peer pressure. Just because someone else has moved to a particular university/college/course, you should not take a plunge. Self-introspect and deconstruct the profile basis academic rigor, subjective factors (achieved through work experiences/Internships etc.) preferences/interests, strength’s/ weaknesses and the knowledge of the subject.

2. What do I want to do after my education?

This is where most people fail and take uninformed decision. Get expert counselling for plausible directions. Historically people romanticize with the names of the courses and just apply without understanding whether the program allows oneself to get the learning opportunity and the flexibility to reach the ultimate calling.

3. Ask why?

Analysing the potential and having goal clarity will help in taking an informed decision while shortlisting the options. It is advised to re-validate the options by answering the relevant question such as why MBA/MS/UG from a particular school is important. This will allow students/parents to take an informed decision of getting the applications submitted before the deadlines.

4. Do I have the finances?

Education is not cheap, especially when you want to study abroad. Scholarships are the most common and well-known financial form of aid. Do a thorough research on the scholarships/ fellowships that you can avail to fund your studies.

The opportunities are many as there are government scholarships; need based scholarships, sports scholarships, etc. Student loan is another option. Keep in mind that choosing the right programme for your future growth will be vital in paying back the loans.
